SAUGEEN SHORES DECLARES STATE OF EMERGENCY IN RESPONSE TO COVID-19 PANDEMIC

Residents urged to stay home for all but essential activities

The Town of Saugeen Shores has declared a state of emergency in response to the COVID-19 pandemic. The Town’s Emergency Control Group (ECG) met today to review plans as municipal staff continue to deliver critical services.

Declaring a state of emergency means that the municipality can access additional resources and expertise throughout this period. With this declaration and the provincial government’s decision to close non-essential businesses, the Town of Saugeen Shores will also see several changes.

Essential services will focus on the following: policing, fire and emergency response; water supply and waste water treatment; emergency infrastructure repair; winter control; and supporting other essential services as identified by the province.

The Southampton Landfill operations and hours will be modified. As well, the municipality has closed all playground structures, public washrooms, the Skate Park, BMX Park and Off-Leash Dog Park.

“The Town is committed to keeping our community safe and continuing essential service delivery,” said Mayor Luke Charbonneau. “But I want to be clear: the COVID-19 pandemic is a serious situation for everyone in Saugeen Shores. Stay home for all but essential activities, including buying food, medicine, or going to work.”

The Mayor added: “To anyone planning to visit cottages in Saugeen Shores in the coming days, I am asking you now to postpone those plans. Our healthcare resources will be stretched thin by those people already in our community, so please, stay home. When this situation is over, Saugeen Shores will eagerly welcome you, but now is not the time.”

Residents are encouraged to visit www.SaugeenShores.ca/COVID-19 for accurate information and resources from our community.

Watch Mayor Luke Charbonneau's address to the public on March 24, 2020.

The Town of Saugeen Shores has initiated a review of its Official Plan and will hold a Public Meeting and an online survey seeking input to this initiative and to understand the opinions of the public.

Time: 6:30 – 8:30 pm

Location: Town of Saugeen Shores Municipal Office, 600 Tomlinson Drive, Port Elgin, ON

The purpose of the Official Plan Review is to address the requirements of the Planning Act, which requires municipalities to conduct an Official Plan Review every five years and to address Provincial plans, policies and matters of Provincial interest. The Official Plan Review is a Town-wide initiative potentially affecting all land within the Town of Saugeen Shores. GSP Group Inc. has been retained by the Town to assist Town Staff with the process.

The Official Plan is a statement of goals, objectives and policies to guide future growth, land use and development within the Town of Saugeen Shores for the next 20 years. The Town’s current Official Plan was approved in 2014 and has been subject to several amendments.

The purpose of the Public Meeting is to provide members of the public with information about the Official Plan Review process and how to participate. This is also an initial opportunity for public input to areas of the current Official Plan that should be changed or addressed differently in the new Official Plan, and to participate in shaping the future vision and direction for the Town of Saugeen Shores.

Anyone attending with respect to the Official Plan Review will be given an opportunity to provide comments at the Public Meeting. Additional opportunities to submit comments will be made available at other times during the Review. If you are submitting letters, faxes, e-mails, presentations or other communications to the Town concerning the Official Plan Review, personal information (such as name, address and comments) may be contained in reports to council and published on the Town’s website.

In addition to the Public Meeting on August 19 at 6:30 pm, the Town will be holding the following public engagement opportunities during Summer 2019:

Annual SRA Beach Clean Up – Saturday April 20 at 10:00 a.m.

Each year SRA members volunteer to clean up the Southampton beach. We organize this with the Town of Saugeen Shores, which provides garbage bags. The objective is to pick up garbage (paper, Styrofoam, plastic and glass) before the Town uses heavy equipment to remove driftwood and groom the beach for summer visitors. Last year our volunteers needed about 2 hours to do the job. Once again, SRA Board member Chuck Wilson is organizing the event. Please volunteer if you are able. Remember to dress warmly and wear boots and gloves. Volunteers will gather at the big flagpole at the foot of High Street

Southampton Residents Association Statement About the Bruce County Museum and Archives Building Project and 254 High Street.

On January 9, 2019, Bruce County released an RFP inviting proposals to purchase and relocate the existing building at 254 High Street (the old rectory). Proposals are due January 29th, and the building is to be moved between April 1 and April 15. If no bids are accepted, the house will be demolished.

The RFP was released at the direction of the County’s Museum Committee, which is supervising the project to expand the Museum and Archives, a project which has been in the works for several years. The Museum Committee wants to remove the old rectory to accommodate future expansion.

The Southampton Resident’s Association views the Bruce County Museum and Archives as an important part of the Southampton community, and we understand and support the need to expand the facility in order to accommodate growth. But a lesson learned last fall was that while there was substantial support for bringing the proposed Nuclear Innovation Institute to Southampton, there was also substantial opposition to demolishing the old rectory as a necessary price to pay for progress.

Mayor Charbonneau is the Chair of the Bruce County Museum Committee. We have expressed our concerns about the removal or destruction of the old rectory to Mayor Charbonneau for the following reasons:

· The building project does not require removal of the rectory at this time. In fact, the County’s original approach to St. Paul’s church was to purchase only the north end of the rectory lot, roughly the portion extending to the old garage.

· The timetable for removal is unnecessarily tight, making it difficult, if not impossible, for potential bidders to respond.

· Lack of publicity means that potential investors or purchasers are unaware of the opportunity to purchase and relocate an attractive house.

· The old rectory is part of a historic neighborhood that will be diminished if it is removed.

We believe that a core mission of a museum is to preserve our history and interpret it for future generations. It will be a shame if that objective is met merely through some old photographs preserved in an archive. A better solution would be to come up with a more imaginative design for museum expansion that is welcoming to the neighbourhood, provides inviting public access and sightlines from Victoria Street to Fairy Lake, and incorporates a repurposed rectory building into the project.

We call on the Bruce County Museum Committee to delay the timetable outlined its RFP and consider better solutions.

Bruce Power Statement on the Ontario Nuclear Innovation Institute

In May, Bruce Power and the County of Bruce partnered to establish the Nuclear Innovation Institute (NII) as an international centre of excellence for applied research and training.

The NII presents a unique opportunity for the region to be a global host for innovative technologies, while also linking to local elementary and secondary schools, post-secondary institutions, and training centres, to provide the next generation of innovators with exciting educational, career and learning opportunities close to home.

When the project was launched, it was announced that an addition to the Bruce County Museum & Cultural Centre in Southampton was the preferred location, in order to take advantage of the expansion of the Archives. A commitment was also made that a dialogue and consultation would occur with the public on this location. Unfortunately, public debate over this location was distracting from this incredibly exciting opportunity for our region, and, in order for this to be successful, we need to have the support of the host community.

Thus, Ontario’s Nuclear Innovation Institute will not be located adjacent to the Bruce County Museum & Cultural Centre, and further site selection will continue in 2019, following appropriate siting considerations. Bruce Power recognizes the value the Museum has to the region and the company will continue to support its programs.

In the interim, while a site is being chosen and constructed, a temporary headquarters for the Institute will be established at the offices of the Organization of Canadian Nuclear Industries, at 625 Goderich St., Port Elgin starting in January 2019. This office, which also houses the Indigenous Relations Supplier Network, will allow the Institute to begin its work, while also serving as a public information centre.

Since the NII was launched in May, a number of global companies have expressed a strong desire to partner in the areas of Artificial Intelligence, cyber-security, medical and industrial isotopes, Indigenous economic development, nuclear operational excellence, and health and environmental excellence in the Lake Huron and Georgian Bay areas. It is critical we demonstrate to these companies that the Institute is supported, regardless of the location.

Next week, Bruce Power will provide more information on how the NII will support students at our local schools. It’s critical we ensure our youth have access to the best educational and career opportunities, and the Institute will provide the connections that will allow our future leaders to pursue their dreams.

Bruce Power is a company that values its positive role in the community. Advancing Ontario’s Nuclear Innovation Institute in Bruce County builds on this commitment, as we leverage the many strengths of our nuclear industry and supply chain, much of which is now based in the region.

Bruce Power and Bruce County have a long-standing and mutually beneficial relationship, and we remain committed to advancing both our partnership and this project.

CHANTRY VIEW DRIVE RECONSTRUCTION

SRA Bulletin

If you own property west of Huron Street or use those roads and laneways to access the beach, you need to be at this meeting one week from today – Wednesday August 31, 5 to 7 pm in the Coliseum Annex in Southampton.

In response to the concerns of some residents regarding plans to ‘improve’ Chantry View Drive, this Open House has been arranged by Town staff. However this meeting will not deal exclusively with Chantry View, but will outline how road infrastructure improvement projects are selected and prioritized by Saugeen Shores, and accordingly will provide some indication of plans for the various small roads and laneways located west of Huron St. between the river and Bay Street.

Many residents have been surprised in the past couple of years (a) when Adelaide St. was widened, repaved, curbed and pushed through eastward to the highway and (b) when Bay St. was widened, repaved and curbed from McNabb to the lake. In a similar manner some residents of Chantry View have been surprised to learn of 'improvements' to their street proposed for this fall.

It is well established that wider roads lead to faster vehicle speeds. Hence many residents of this entire area would prefer that these streets remain unimproved so that they continue to be pedestrian and bicycle oriented. So come and express your opinion. It will affect future planning for this area.

Jim Henning, President

Chantry View Drive Reconstruction Huron Street to Lake Street

There will be an informal, drop in session to show:

Limits of construction

Proposed works such as sidewalk, curb and asphalt roadway

Sewer and watermain information

Construction schedule

The Project team will be available to answer questions. No formal presentation is planned.

Location: The Coliseum (Annex)

Bridges can either divide or unite. For many years the bridge on Highway 21 over the Saugeen River at Southampton, Ontario has represented a divide between the residents of the Southampton and those of the Saugeen First Nation on the other side of the river. But things can change.

G.C. Huston Public School in Southampton serves both communities (approximately 60% and 40% respectively) and over the past several years has strived to exploit the advantages of a school body which strongly represents both cultures. This past year the school curriculum has been built around the Seven Grandfather Teachings of First Nations tradition, with these values embedded into many aspects of the regular course material.

The Seven Grandfather Teachings, or the Good Path, (Bimaadzwin in the Ojibwe language) are Wisdom, Love, Respect, Bravery, Honesty, Humility and Truth. Each of these attributes must be used in conjunction with the others – to omit one is to embrace the opposite of what the teachings tell us.

Early in this past school year the pupils of G. C. Huston school developed an idea that the bridge over the Saugeen River could be named Bimaadzwin – Good Path Bridge as a means of representing the ties between the two communities. The belief is that such a move will encourage all to dwell on those things that unite the two communities rather than focussing on those that divide them.

This suggestion has gathered the support of the Council of the Town of Saugeen Shores (comprised of, in part, the community of Southampton) and the Saugeen First Nation. The Southampton Residents Association, representing over 400 households within the boundaries of the former Town of Southampton, is strongly supportive of this initiative and encourage its adoption.

                                                                                                                                                Yours very truly,

                                                                                                                                                _(signed)_____________________

W5 DGR PROGRAM ON CTV- Saturday, April 1 2017 7:00 pm

As most know, Lloyd Robertson and the W5 news team travelled to Kincardine on Friday, March 10 for an Open House discussion of the Deep Geological Repository proposed to be built at the Bruce Nuclear site. Residents of Southampton will remember the event because Highway 21 was closed (due to weather) so none could attend!! Reports are that it was well-attended and fairly evenly divided between those supporting the project and those opposed.

We understand that the resulting program will be broadcast on CTV’s W5 program at 7:00 pm on April Fools Day, Saturday April 1. (Let's hope there is nothing significant about the date!!) In any case don’t blame us if something else comes up and the program is bumped (or Trumped) to a later date.

SOUTHAMPTON RESIDENTS ASSOCIATION HOUSING DISCUSSION – OPEN HOUSE October 8, 2016

OVERVIEW

1. Event Background and Description

On Saturday, October 8 at 4:00PM, the Southampton Residents Association held a Fall Open House at the Bruce County Museum in Southampton, ON. The event was open to both its members and any residents of the community of Southampton. As part of the event, an hour-long discussion was facilitated by Brooks Turton and Jackie Serviss regarding current and future housing needs in the community of Southampton. Attendance was strong at approximately 80 individuals and the attendees were split into two groups. Each group was given the same six themes linked to current and future housing needs and asked for their feedback. At the end of the hour-long discussion, each attendee was given an opportunity to also provide feedback on the facilitation and the process.

This report includes the original themes that guided the discussion, an executive summary, and a summary of feedback collected regarding the facilitation and the process. The report also contains an appendix with all notes, discussions and feedback broken down by theme.

2. Discussion Themes

Prior to the event, the facilitators solicited feedback from various community members to create a list of themes to help guide the discussion. An amount of time was also given for Open Discussion to ensure feedback outside of one of the themes was still gathered. The themes to help guide the discussion included:

Adult Lifestyle Retiree Looking to Downsize

Single Family Residence Clusters

Housing for the Next Generation

Waterfront

Aging in Place

Open Discussion

3. Executive Summary

Affordability is the most important item discussed during the session. The attendees do not believe current housing prices are affordable and are trending in the wrong direction. With the continued expansion of Bruce Power and with the attractiveness of Southampton as a retirement community and summer cottage haven, housing demand will continue to outpace supply. Prices across all segments or themes will continue to increase and affordability will worsen unless changes are made. Feedback on Affordability came up for virtually every theme for both groups.

The adult lifestyle retiree discussion theme gathered the most interest from the group, given the demographic of the attendees. A new development on Grey Street South is being built with the retiree in mind and this was discussed in both breakout groups in detail. It is felt this is the type of development that will flourish in the town and its increase in retirees looking to downsize, however, many attendees believe the location to be less than ideal. After affordability, location seems to be the second most important factor regarding housing in Southampton. Locations in the highest demand are those west of Highway 21 and with close proximity to the amenities of High St. Land to build such a development close to the downtown core either does not exist or may be too expensive to develop.

Another common topic was Communal Living or Co-Housing Developments, which are new and innovative ideas for cost effective living. Based on a European model, these have common living spaces shared by multiple residents that drive ownership costs down and increase the sense of community. These types of developments seem to be attractive for the reason of affordability but also due to the idea of supporting one another. As they age, individuals want to be in proximity to those like them to be able to support each other.

Lastly, keeping the uniqueness and charm of Southampton is important to the attendees. Feedback was consistent across all five themes and in the open discussion that without the proper bylaws or controls, the uniqueness of Southampton is at risk. From oversized cottages on the waterfront to poorly controlled commercial zoning on Highway 21 to improper sidewalk and parkland allotment in new subdivisions; control is needed to protect the town’s heritage.

4. Summary of Event Feedback

Some Attendees took the opportunity to provide feedback on the venue. There were a lot of common themes and they are summarized here:

 They appreciated the event and the opportunity or forum to voice their opinions

 Would like to see more events like this put on by the SRA

 Need more engagement between SRA and Saugeen Shores town council to foster appropriate action

 The timing of this venue is an opportunity; Future events should be in the summer to increase attendance

 The venue would be improved by breaking into smaller groups in separate rooms to stimulate conversation

and improve the ability for all to hear each idea.

Design Guidelines

Memo to Councillors re Design Guidelines

On January 16, 2017 the Saugeen Shores Council Members met as the Town Planning Advisory Committee (PAC) to discuss the Design Guidelines that were developed and published in 2009 and largely ignored since. These Guidelines set out the way in which development should be “shaped” along the various sections of highway 21 that fall within the confines of Saugeen Shores. Southampton Residents Association (SRA) has spoken frequently requesting that these be given Council endorsement and some teeth, complaining that they have been essentially ignored while the Rexall, Mac’s and carwash were built in Southampton.

If any one wishes to read even further, or to refresh their memory regarding the content of the 2009 Guidelines they can be found in the list at http://www.saugeenshores.ca/en/our-town-hall/reports-and-publications.asp?_mid_=17040. The one referred to specifically in the following comments is Southampton Albert Street South Design Guidelines.

The following are questions from Southampton Residents Association biennial members’ survey carried out in the spring of 2016 asking what issues were important to them:

· Guidelines for future highway development and commercial growth that require landscaping, low monument-style signage, parking at the rear of buildings, etc. to create an attractive entry to town. (Over 80% said important or very important.)

· Zoning bylaws that seek to protect and promote businesses on High Street and prevent migration to highway locations. (Over 80% said important or very important.)

important or very important)

(Note: The entire survey results can be seen on our website at www.southamptonontario.org.)

The foregoing concern of our members was outlined in the comments I made in speaking to Council last February, and accordingly SRA is pleased that Council members (wearing their PAC hats) will be looking at the entire series of Design Guidelines that were prepared back in 2009 with extensive public input and with both Town staff and County Planning staff involvement. My understanding is that these Guidelines were never either considered or endorsed by Council and that this will be the first time Council members have had an opportunity to debate the issues.

We believe that the implication the staff Information Report that these Guidelines have been and are currently being followed is incorrect. While they perhaps have had some impact on the placement of driveways and access to developments, there is little indication that other issues covered in the Guidelines are being given any consideration. What our members are looking for are Guidelines that are endorsed by Council, formalized and enforced.

It is important to note that, in preparing these Guidelines, the Highway 21 corridor through Saugeen Shores was divided into six “distinct areas”. This division reflects, in the first place, the differing objectives of development in Port Elgin and Southampton as set out in the Official Plan – Port Elgin to become a regional commercial centre and Southampton to develop its historic tourist-based economy. This difference necessitates different zoning bylaws and developmental guidelines – one size does not fit all areas of Saugeen Shores. Many municipalities have local zoning and development guidelines for specific areas within their borders and are universally the richer for it.

As an example I would like to discuss the Southampton Albert Street South District booklet of the Design Guidelines series. I, with many others, share a disappointment that the principles espoused were not enforced when the Rexall, the Mac’s and the carwash were built. If they had been the towering freestanding signage would instead be no more than 2.5 metres high, the main entrance for Mac’s would have been facing the street, the Rexall building would have been much closer to the street with parking in the rear, and so on. More emphasis would have been placed on enhancing the Streetscape, including Active Transportation, Landscaping and Environmental matters, all as set out in this booklet.

I personally recall sitting in a meeting with Town staff approximately two years ago arguing for these provisions to be enforced and was told that “if any effort was made in that direction these developers would go to Kincardine instead”. This is manifest nonsense. There was no way the Rexall was going to abandon Southampton with its hospital, seniors residences and retirement population. Neither was Mac’s going to give up when they saw an opportunity to be the only reliable gas station in the community. All that was required was some direction from Council that these guidelines were to be formalized and enforced.

Accordingly we disagree with the suggestion that we need to embark on another round of review, inevitably occasioning additional delay. What is required is to consider what already exists and to give some direction to staff that it should be formalized and enforced for future developments.

Respectfully submitted, Jim Henning, President
